Billy Lewis
President

Billy Lewis joined Concurrent Technologies Corporation in 1999 following a distinguished career as a surface line officer in the United States Navy, retiring in the grade of Captain. After filling several leadership positions with CTC, he was selected to be President of Public Benefit Corporation in January 2007. Mr. Lewis is also the Executive Director of CTC’s Applied Technology Division located in Largo, Florida. Mr. Lewis holds a Bachelor of Science Degree from the United States Naval Academy and a Master of Science from the Naval Postgraduate School.

Garry Powers
Director, Economic Development Initiatives

Garry Powers has more than 20 years of experience in managing economic development, workforce development, and entrepreneurship-related projects. He specializes in developing strategies and action plans. Mr. Powers was previously the Manager of Strategic Research at the South Carolina Department of Commerce.

Grace Young
Director, Special Programs

Grace Young is an experienced economic developer, entrepreneur and administrator within both the public and private sector. She has started and managed several economic development-related non-profit corporations and served as associate director of South Carolina's lead economic development organization. Additionally, she has served as a member of the Cabinet for two South Carolina governors. She was the Executive Director of the South Carolina Department of Parks, Recreation and Tourism and served as a member of the Coordinating Council for Economic Development.

Dennis Barsten
Director of Technical Services

Dennis Barsten manages PBC’s Technical Services programs, including the Peer, Panel and Advisor Services initiative sponsored by the U.S. Air Force Office of Scientific Research. Before joining PBC, he served as a private consultant providing strategic planning and customer relationship management services. Previously, he was Director of Global Licensing and Technology Transfer and Director of the New Products Team for DowBrands, LLP.
